Proposed Policy Development for sectorwide dashboard

Introduction

This brief explains the activities that proposes to develop “sectorwide dashboard” on quality of dutch education, research and corresponding valorisation. Currently separate dashboards exist across various universities for public awareness. It is useful to develop a single platform education, research and valorisation, representing dashboards produced by all the collaborative universities in [print and] electronic formats. To do so, a plan is proposed, linking data and other non-textual content to their dashboard publications, improving standards in the sector specific data visualisation, metadata and interoperability of digital sector dashboards among various universities. During the development of the dashboard, an initial mapping of current practices by other organisations will be sketched. The sector wide dashboard will be an analytical tool that enables dutch universities, research organisations and industry to benchmark education, research and innovation and can be used to investigate the links between education strategies, research practices and business outcomes.

Classification strategy

The first step is to analyse landscape of data providers (14 universities via e.g. OSIRIS), data collectors (CBS, Eurostat, PURE), data analysers (OCW, DUO, DANS-NARCIS, CHEPS, WRR, Clingendael). The links of available sector wide dashboards from the dutch universities (e.g. Facts & Figures) are given in references. These facts & figures per university give first indication of no. of students, no of publications, faculties information etc.. The sector wide dashboard will move from more scholarly towards more community oriented facts and figures. For that matter, newly developed skills framework and policy recommendations for research performing organisations from European Open Science Cloud will be used.

Technical requirement

It is intended to develop dashboard and to ingest the data from university dashboards/infographics to have up-to-date numbers. We will have to lower barriers such as interoperability among different metadata standards and schemas, extra metadata fields for sector dashboard. It can be done either in current webpage form or as a standalone website, using content management system supported by worldpress.org/.com.

Legal status

The definition of sector wide dashboard as a digital object not controlled by commercial publishers might make it easier to deal with the legal issues as compared to “normal” dashboard websites with commercial interests. We will follow Open access policies for the dashboard, i.e., “as open as possible, closed if really necessary”, with creative commons licenses for digital rights. Providing public access to data and to official publications of universities regarding education, reserch and valorisation will be an integral aspect of the dashboard. We will check if it is possible and probable for the university offices to send the data (csv files, excel sheet etc.).

Communication and dissemination strategy

The dashboard will help public with the collection of graphics, charts to keep them upto date with dutch higher education, research and valorisation. If feasible, the information on uploading the data, various preferred and accepted formats, legal rights specific to dashboard will be provided on the website for the users. We will communicate and promote news about dashboard via its website, newsletter, e-data articles and social media accounts. To keep its organisational policy on sector dashboard up to date, we will maintain contact with the sector dashboard community of university officials.

To develop above mentioned policies, various tasks are planned:

  • Mapping current practices for sector dashboards by the universities
  • Finding people involved in the efforts to maintain/develop sector figures
  • Classifying available sector dashboards : type of data, search hits, corresponding licenses
  • Searching for project specific GDPR clauses
  • Finding concerned institutes, research centres (CBS, Rathenau, WRR)
  • Extracting the data from the various sources (scraping information from webpages),
  • Designing a dashboard (no. of tables, plots, graphs),

Dashboard elements

  • Education: Courses, events, student count, rankings,
  • Research: Publications, phds, events, rankings,
  • Valorisation: Economic benefits, patents, working with industry
  • Key Performance Indicators per element: Benchmarking and analysis for the sector-wide key performance indicators; gives an overview of how domains within sectors are performing across a broader range of universities; shows how domains within sectors compare against their peers and the Sector average;
